two include into if not works on nunjucks

I'm use noedjs and nunjucks to make a mini user system. there is page that the users must premisstions to see him. and I made somting like this:

    Liquid error: This liquid context does not allow includes.

Its work but its included only the first part.(part1.html) and the secend part not include.

if i replace the order of the includes only the first include work.
