Whats the best framework/language to make a simple form?

I need to create a basic form with questions, that would save entries to the database. Few questions need to be responsive. For example, if visitors choose answer #1 from the dropdown menu another specific question should show up. What's the easiest framework/way to do this? Node, Meteor, etc?
