How can we download peercoin testnet blockchain ? and test transaction APIs after getting balance in account

I am building my own crypocurrency. Before that i want to test all APIs to create own wallet for exchange of cryptocurrencies. On local i am running peercoin server and creating account in this. But account balance is zero, so i cannot test APIs related to coin transfer. Anybody has idea..How to do that ?
